QUESTION: Can a trusted advisor move money in or out of the account?

\ANSWER: NO. As per definition they can only advise. The account owner is the ONLY one with actual access to the account.

QUESTION: Will the financial institution allow me to receive the code for my parents account?

ANSWER: Not as yet. Unless you are granted power of attorney. Which most parents would object to.

QUESTION: How would receiving the code stop fraud?

ANSWER: If you knew your parents were transfering money for a new furnace before hand, simply forward the code. If you had no idea why they were transfering money you would have the opportunity to call them and verify they are not bailing a grandchild from a Mexican jail. (well known scam)
